Proposal on Affirmative Action Strikes Out Many Provisions

The Republican-dominated City Council is considering a proposal by Mayor Erin Stewart on the city Affirmative Action Plan that proposes numerous deletions of text. On Wednesday, December 7th, the Council’s Administration, Finance and Law Public Committee will consider a resolution by Republican Council members Kristian Rosado and Louis Salvio to approve the proposal.
The revised Affirmative Action Plan contains proposals to strike out a considerable number of items. For example, there are a number of examples of proposals to strike text directing the city to have hiring goals to encourage diversity among city employees.
The proposal strikes out the definition, “Adverse Impact”, used to describe when the city employs fewer women and persons of color.
There are a number examples of proposals to strike text directing the city to recruit persons of color, women and others for city employment.
The proposal would remove text requiring the Mayor to tie managers’ compliance with the Affirmative Action Plan to managers’ pay increases, another requiring that the statistics on Affirmative Action compliance be made a part of departmental management and similar provisions.

The proposal would strike out a provision that requires the City Council to annually consider and approve the Affirmative Action Plan.
The proposal changes text so that the city Affirmative Action Officer is removed from roles in investigating discrimination and taking enforcement action.
The proposal would remove other text empowering the Affirmative Action Officer to create affirmative action programs and enforce compliance with affirmative action.
