The Allen St. Neglect and Disinformation Continues. Meanwhile, Stewart & Saavedra Are Still $6M Short For The Allen St. Project! Our Taxpayers And Flooding, Sanitary Back-Up and Break Victims Deserve Better Than This!

Updated 10-26-25 Presentation #48: This updated record is being shared regarding the status of our neighborhood’s storm-sewer system and the City and State responses. Our concerns must be given the highest priority.

The Allen St. Storm-Sewer System serves 177 acres of developed, congested, residential neighborhoods. Intense rainfall easily overwhelms this compromised, outdated and undersized storm-sewer system and our retention pond. Our particular section of this acreage receives the brunt of the flooding water with sanitary back-ups and breaks.

When the contaminated flooding water recedes and during dry spells we are conveniently forgotten by our city officials. The unhealthy contaminants in the flooding water include bacteria, fecal matter, fats, oil, grease, etc.

1) Twelve years of excuses, distortions, neglect and disinformation by Stewart & Saavedra.

2) On Stewart and Saavedra’s Watch, 13 floods since 2018 with each creating an open air cesspool on Allen St. and in the surrounding neighborhoods. The unhealthy contaminants in the flooding water include bacteria, fecal matter, fats, oil, grease, etc. Flooding anxiety and distress are real health issues.

3) Intense rainfall easily overwhelms the compromised, outdated and undersized Allen St. Storm-Sewer System and our retention pond. The Allen St. neighborhoods are not in designated flooding zones.

4) The elevated terrain in our area surges the uncontrolled flooding water through our properties.

5) Water tables rise and flood water infiltrates and saturates our land. The increased underground water pressure threatens our foundations, slabs and structures.

6) Factor in the related hidden underground soil erosion, settling, shifting and potential sink holes; our foundations and structures are all at further risk.

7) Allen St. is not a State Road. Any contrary representation is simply designed to mislead all of us. Stewart & Saavedra are solely responsible for this ongoing flooding emergency.

8) Stewart & Saavedra have used creative bookkeeping techniques to disingenuously kick the Allen St. Problem/Project down the road, while the infrastructure continues to deteriorate.

9) Stewart & Saavedra’s Pledge does not include overdue critical infrastructure improvements, ignoring the Allen St. Problem again.

10) Stewart & Saavedra decided not to fully fund and construct the Allen St. Project even though they have the funding options and the cash reserves to complete the job. Always, blaming others for their negligence and mismanagement.

11) Over the past 12 years, Stewart & Saavedra have received hundreds of millions of earmark free dollars from our State and Federal Partners while increasing our taxes. Not 1 dollar was used to fully fund and construct the Allen St. Project.

12) After 30 years, including 12 years on the Stewart & Saavedra Watch we are demanding our fair share to fully fund and construct the Allen St. Project Now!

13) After 30 years, including 12 years on Stewart & Saavedra’s Watch, our taxpayers are unaware of the expensive increased costs (millions of dollars) that are passed on to the City from the Mattabasett Plant.

14) These costs include the excessive ground-storm water pumping and treatment fees due to the compromised Allen St. System’s inflow, infiltration, cross connections, overflow, etc. APX10 Consultants estimate that inflow and infiltration, etc. costs US Cities around $100B annually.

15) Other costs include; basement flooding, sanitary back-ups and breaks, private property damage and mitigation, regulatory penalties, litigation, environmental degradation, public health concerns, band-aid repairs, flood insurance, etc.

16) The 2025 Allen St. Plan designed by Cardinal Engineering is bid and shovel ready. The 2025 version is nearly $15M. The Stewart & Saavedra Regime ignored the 2013, nearly $7M version. All of this is fiscally irresponsible behavior by Stewart & Saavedra. The Allen St. Project will take nearly 2 years to complete.

17) Our neighbors are numb and apathetic because of Stewart & Saavedra’s excuses, distortions, neglect and disinformation. It’s more of the same from the Stewart & Saavedra tired playbook. Our taxpayer’s and flooding victim’s are conveniently forgotten again. Our taxpayer’s deserve better than this.

18) The cause and effect is undeniable. Weston-Sampson Engineers declared,” The Allen St. Project must be a priority because the infrastructure is at crisis levels.”

19) Stewart & Saavedra describe the Allen St. Project this way, “The Allen St. Project is critical to resolving chronic issues including flooding due to storm-sewer failures, sanitary back-ups and breaks due to insufficient capacity and the system’s age.”

20) Stewart & Saavedra have noted, the Allen St. Problem is a “definite hazard”. And the Allen St. Project is “our most pressing need”. The neglect and mismanagement by Stewart & Saavedra is scandalous and shameful.

21) Our quality of life continues to suffer, our safety continues to be in harm’s way and 50+ properties and structures are all at risk.

22) Stewart & Saavedra labels all of this a false narrative. We call this a classic “Dereliction of Duty; jeopardizing our safety and violating our public trust.” Public trust refers to the belief that government institutions and public officials will act in the best interest of their citizens and uphold ethical standards.

23) In this case, Stewart and Saavedra have not acted in the best interest of all New Britain taxpayers and not in the best interest of the Ward 4 flooding, sanitary back-up and break victims.

24) Stewart & Saavedra violate accepted ethical standards with each excuse and distortion and with their negligence and disinformation campaign. All of this is unacceptable behavior.

25) The Stewart & Saavedra stalled Allen St. Project is an example of what is wrong in New Britain. Stewart & Saavedra are broken; No Transparency, No Accountability, No Credibility. They have betrayed our public trust and continue to do soโ€ฆ
